The City Manager is the chief administrative officer of the City of Flatonia and is appointed by the Council to implement and administer the policies established by the Council. The City Manager is responsible for making recommendations concerning policies and programs to the Council and developing methods to insure the efficient operation of the city services.


Sarah’s appointment began on March 16, 2020. Ms. Novo brings with her twenty years of public agency experience in departments including Economic and Community Development, Police, Parks and Recreation, Office of the City Council, and Office of the City Manager. She holds a Bachelor of Arts from the Florida Institute of Technology in Business Administration with emphasis on Management and Finance, and a Master of Public Administration.

In her prior roles, Sarah was responsible for many phases of government operation and services. She has extensive experience in public and private partnerships, budget development, community and economic development, grant management, and maximum organizational efficiency. Sarah is a Credentialed Government Leader through MMANC, ICMA-CM candidate, and has served as an instructor for the Master of Public Administration Program at UCSF. She loves giving back as a local government mentor with both the ASPA and YLA programs.

Sarah and her husband Nick have three daughters: Angelina, Victoria and Vanessa. During time away from public service, she enjoys spending time outdoors with her family, horseback riding, reading, or packing a lunch and exploring new places.

The City Secretary is appointed by the City Manager with approval of the City Council. The City Secretary's office records, certifies, preserves, manages and makes accessible sufficient information to ensure continuity in government and the documented accountability of City of Flatonia policies, functions, and transactions in order to protect both the legal and financial rights of the citizens of the City. The City Secretary's office also provides information to the public and helps the public locate government information maintained by and for the City in accordance with requirements established by law and City policy.


Heather's appointment began on January 13, 2021. Her experience in local government includes ten years with the City of Bastrop in roles in the Office of City Manager, City Secretary, Finance, Cemetery and Public Works. She also brings sixteen years of experience in Human Resources through her work with the City of Bastrop and the Head Start program.

Heather and her husband have two children: Michael and Elisabeth. When not working, Heather enjoys painting, reading, and spending time with her dogs, Ruby and Rocky.

The Building Permits/Customer Service Admin role provides many important services to the citizens of Flatonia. Citizens and businesses can speak with Cheryl about how to develop or build on their property. In addition, Cheryl provides excellent customer service to those needing to set up or change utility service, pay bills, and answer general questions related to the City.

The Utility Billing/Municipal Court Clerk role provides many important services to the citizens of Flatonia. From processing monthly utility billings to assisting the Municipal Court Judge, citizens and businesses can speak with Herminia for assistance in these areas. Herminia has been with the City of Flatonia for many years and is an excellent resource for many questions related to the City.
